A former credit union CEO and her husband, a Baltimore County police sergeant, face theft charges for allegedly embezzling more than $100,000 from the $4.8 million HealthCare United Federal Credit Union, according to court documents and police reports.
Tina Marie Galloway, 44, of Fallston, Md., who resigned from the Baltimore-based credit union in November 2014, was charged with one count of theft of more than $100,000, according to court records filed Sept. 1. Her husband, Sergeant Daniel Gregory Galloway, 40, an 18-year veteran of the Baltimore County Police Department, was charged with seven counts of theft and five counts of conspiracy to commit theft, according to court records filed Sept. 3 in the Circuit Court for Baltimore County.
One count of theft and one count of conspiracy to commit theft against the veteran police officer involve more than $100,000. The remaining six counts of theft and four counts of conspiracy to commit theft against Sergeant Galloway involve funds ranging from $10,000 to $100,000, according to court documents.
In March, HealthCare United FCU contacted the Baltimore County State Attorney's office about the possible fraud.
During what was described by police as a complex fraud investigation, Baltimore County detectives identified Mrs. Galloway, who was allegedly responsible for defrauding the credit union.
According to police, she resigned in November 2014 following a routine annual audit that uncovered discrepancies in the Galloways' family accounts. Mrs. Galloway joined the credit union in 2000 and became its president/CEO in 2002.
Police investigators determined Mrs. Galloway embezzled money from the credit union by allegedly falsifying records and issuing checks to herself that were supposed to pay for bank expenses. Police also said they found discrepancies with loans made by the credit union and other lenders to the Galloways.
Galloway was suspended from the police force without pay.
The charges against Galloway did not involve any of his on-duty activities with the police department and did not involve public funds, according to the police statement.
A Sept. 28 court hearing has been scheduled for Sergeant Galloway. A court hearing for Mrs. Galloway has not yet been scheduled, according to court records.
