NCUA Hastings opinionNCUA Chairman Debbie Matz on Jan 20 released the so-called Hastings opinion, a legal opinion that supports the agency's authority to require two-tier risk-based capital standards.

The NCUA solicited the opinion, shown at left, from Washington-based firm Paul Hastings LLP in 2014 after legal challenges to the regulator's original risk-based captal proposal surfaced.
