First Heritage Federal Credit Union, Painted Post, N. Y., has named Frank D. Vassallo chief financial officer, responsible for financial analysis and operational oversight of accounting, compliance, collections, electronic funds transfers and Visa departments. Before joining First Heritage, he was CFO for Bank-Fund Federal Credit Union. While there, he supervised a team of nine accountants and financial analysts in preparing monthly and annual financial statements and managing all Treasury functions including operating cash and investments. Vassallo was also CFO for Fort Belvoir Federal Credit Union, primarily serving members of the U.S. military stationed at Fort Belvoir, Virginia. During a financial services career spanning more than 23 years, he worked as a senior consultant for CUNA Mutual Group, financial analyst for State Department Federal Credit Union, controller for TMB Federal Credit Union and accountant for Justice Federal Credit Union. He received his BA degree in economics from State University of New York at Geneseo in 1990, MA in finance from The Catholic University of America in 1995, and chartered financial analyst status in 1999.

SECU, Linthicum, Md., has named James P. Polcaro to serve as vice president of information technology. In his new position, Polcaro will be directly responsible for the leadership, management, and development of SECU's IT platform and strategy, ensuring alignment of staff, business processes, and overall information systems. With 15 years of CIO-level experience, Polcaro comes to SECU from Population Services International, a global public health organization delivering products and services to the world's most vulnerable populations. As CIO there, Polcaro was responsible for enterprise-wide technology efforts supporting operations in more than 50 countries in the developing world. He also oversaw operational execution of all aspects of the organization's IT portfolio, including infrastructure, systems development and integration, and ERP life cycles activities. Prior to joining Population Services, Polcaro served as vice president and CIO for Enterprise Community Partners. A U.S. Marine Corps veteran, Polcaro is a graduate of Cornell University and did executive coursework at both the MIT Sloan School of Management and the Harvard Kennedy School of Government.

WEST

Numerica Credit Union, Spokane Valley, Wash., said Amanda Swan has recently joined Numerica's marketing team as chamber and sponsorship coordinator. Swan previously worked as the development director for The Lands Council, a local nonprofit organization. Swan's past experience includes event planning, media relations, and community outreach. Swan earned bachelor of art degrees in journalism and studio art from Eastern Washington University in Cheney, Wash.

OSU Federal Credit Union, Corvallis, Ore., has named Karrie Rieken centralized lending supervisor. Rieken has invested the majority of her career in similar positions on the lending side at Oregon Employees Federal Credit Union and most recently comes to OSU Federal from Smartway Advisors, LLC, an auto lending operation of Unitus Community Credit Union. The centralized lending area manages the approval and processing of all auto and personal lending for OSU Federal.

MIDWEST

Royal Credit Union, Eau Claire, Wis., has named Missy Kostman vice president of branch operations. She will lead all branch operations for the Eau Claire, St Croix Valley and Minnesota regions, oversee the member service call center as well as consumer deposit services. She is responsible for the strategic focus as well as the consistency of member service across those areas. Kostman started with RCU in 1998 at the Woodward office in Chippewa Falls as the assistant branch manager and has held many different positions within the company. She most recently served as regional director of branch operations. Kostman has an associate's degree from Chippewa Valley Technical College. Additionally, RCU has named both Linda Putnam and Anita Soley regional directors of branch operations. Both will report to Kostman. Putnam will lead the Chippewa Valley and extended area including Eau Claire, Chippewa Falls, Colby and Whitehall branches and the Member Service Call Center.

SOUTH

America's First Federal Credit Union, Birmingham, Ala., announced promotions and reassignments. Shirley Lochamy has been promoted to senior vice president-sales and service. Formerly, vice president-mortgage lending, Lochamy began her career with America's First in 1976 and has held various positions in member services, lending and real estate. Alan Stabler has been promoted to senior vice president-loan administration-general counsel. Formerly vice president-legal counsel, Stabler began his career as a collection officer in 1982 and has held various positions, including collections, branch manager and vice president of lending. Phil Boozer, formerly vice president of marketing, is now vice president-public relations and sales. Boozer joined America's First in 1984 and has held positions in lending, branch management, branch operations and marketing.

CSE Federal Credit Union, Lake Charles, La., announced the addition of T. L. Stegall as its new chief information officer. A graduate of Sulphur High School and McNeese State University with a degree in computing science, Stegall holds several Cisco certifications and has over 20 years of experience in the areas of ­telecommunications and information technology.
