First Capital Federal Credit Union, York, Pa., has named Michele Wherley as human resources/training manager. Wherley will be responsible for developing, planning, and implementing educational activities at First Capital FCU as well as assuming responsibilities for recruiting, interviewing, hiring and improving employee relations. Wherley has a bachelor’s degree in corporate communications from Central Pennsylvania College.  Prior to joining First Capital FCU, she was the recruitment specialist at HACC York Campus. The credit union also announced that Tara Houser has been promoted to vice President of marketing.  Houser has served as the marketing director since 2008. She is responsible for developing marketing programs and initiatives that promote the credit union to current and potential members.  Houser has a B.A. in speech communication and a B.S. in telecommunications from Kutztown University. Prior to joining First Capital FCU, she worked at CBS 21 in Harrisburg, where she was a news producer. First Capital FCU also promoted Trena Stonebraker to controller. Stonebraker has been an employee of First Capital FCU for 11 years, most recently serving as senior accountant.  She graduated from YTI of York with a degree in specialized accounting. And Andrew Dombach has been promoted to systems administrator at First Capital Federal Credit Union.  Dombach has been employed with First Capital FCU since 2004 in the information technology department. Dombach has an associate’s degree in computer systems specialist from York Technical Institute.
