SAN DIEGO — In an attempt to increase efficiency, add value to elected officials, and better represent all asset sizes and geographical locations, members of the California Credit Union League approved changes to its delegate system during its annual meeting last week.

The number of assembly districts was reduced to nine, and district boundaries redrawn in response to the shrinking numbers of credit unions and population changes that have occurred in the states in the past 10 years. Districts were redrawn with the number of credit unions and zip codes in mind.

"Another reason we reduced the number of districts has to do with communication," said Diana Michaels, member of the Ad Hoc League Governance Review Committee.

"We looked at how people communicate with delegates, and it was by e-mail, not in person. Districts can be larger because we don't drive to see each other in person," she said.

Because its Assembly of Delegates essentially functions as a board of directors, the assembly was renamed the Board, and will consist of representatives from the nine new districts, four from each asset category, and four at-large. An existing Board of Directors was renamed the Executive Committee, to better reflect its role, and was reduced in size from nine members to five. Finally, all alternate delegate positions were eliminated.

"We're asking for volunteer resignations, or for some to not run for re-election this summer, so we can reduce the size of the board," said Ron Seaman, chairman of the Ad Hoc League Governance Review Committee.

Some grumbling could be heard throughout the audience in response to Seaman's comment, and a few challenged redistricting methodology during a question and answer session. For the most part, however, members seemed to accept the changes.

Asset size categories were also adjusted, to better represent small credit unions. Credit unions under $37 million in assets used to be one of four asset size categories, but represented half of all league members. That group now represents two categories, $9 million and under, and those in between $9 million and $37 million.
