BOCA RATON, Fla. -- While National Payment Card is capable of using an issued card platform for its decoupled cards, the company so far has seen a lot of its growth in getting consumers in the 21 states that put magnetic stripes on their drivers' licenses to turn those licenses into debit cards.

To make it work consumers link their license number to their checking account though a familiar ACH procedure that carries an additional security procedure similar to that used by Paypal to validate a consumer's checking account identity. The consumer then chooses a personal identification number and can start using their driver's license to pay for gas and other things at the gas station--usually at a steep discount, said Joe Randazza, CEO of National Payment Card.
