HARRISBURG, Pa. — In a long-awaited appointment, Gov. Edward G. Rendell has named a Mellon banker, Steven Kaplan, as the state's new banking secretary.

"We really have no information on Mr. Kaplan but like his predecessor, the acting secretary, Vicki Reider and Bill Schenck, we hope credit unions will get a fair shake," said a spokesman for the Pennsylvania Credit Union Association.

Kaplan, 55, has been chief of staff for Mellon Financial Corporation's Mid-Atlantic Region and chairman of Mid-Atlantic Charitable Trusts. Reider has been serving as acting secretary following the resignation last fall of A. William Schenck III.

Kaplan has served in various leadership capacities at Mellon since joining the corporation in 1982. Previously he was assistant district attorney in the Philadelphia District Attorney's Office. He holds a law degree from Temple University and is a member of the President's Advisory Board at Temple.

"I appreciate the excellent job Vicki Reider did as acting secretary of banking," Gov. Rendell said in a statement issued yesterday. "She helped keep the department moving forward during the recent turbulence in the national sub-prime mortgage lending market."
