ALEXANDRIA, Va.-NCUA Region III Associate Regional Director of Operations (ARDO) James Baylen announced his retirement last week, effective April 2005, which led to some maneuvering of agency staff. Marcia Sarrazin, director of supervision in the headquarters Office of Examination and Insurance, will take Baylen’s current post upon his retirement, while Region II Associate Regional Director of Programs (ARDP) Joy Lee will replace Sarrazin. “Jim Baylen can be proud of his distinguished career at NCUA,” NCUA Executive Director Len Skiles. “At NCUA, we are very fortunate to have such a dedicated management team where they commit to an outstanding career in public service. I have full confidence Marcia and Joy will serve the agency and credit unions well in their new positions. I congratulate Jim on his retirement and welcome Marcia and Joy to their new positions.” Baylen will leave NCUA after 30 years of service. He began in 1975 as an examiner in Atlanta. From 1978 to 1987 he served as a liquidation specialist, supervision analyst, problem case officer, and director of special actions in the Atlanta Region III office. In 1987, Baylen moved to Concord, Calif., as associate and deputy regional director of the Region VI office, and moved to NCUA headquarters as director of the office of administration in 1995. He started his current position in 2001. Prior to joining NCUA, Baylen served for two years in the U.S. Army. Sarrazin will assume her new role in Atlanta after serving as acting director of the Office of Strategic Program Support and Planning at the agency’s headquarters since January. She joined NCUA in 1980 as an accounting student trainee in Boston. She became a Region I examiner and served in various locations. During her tenure, Sarrazin was a supervisory examiner in Providence, R.I., and director of insurance in the Region I office. She also served details as ARDO and ARDP before moving to NCUA headquarters as director of supervision in the Office of Examination and Insurance in 1999. Twice, Sarrazin was selected as Supervisor of the Year in Region I and has received numerous Special Act and Service Awards. She holds a degree in business administration from Northeastern University. Lee started with NCUA in 1987 as an examiner in Dallas. She served as a supervision analyst, problem case officer, and supervisory examiner in Tulsa, Okla., before being named ARDO in the Region II office in 1997. In 1998, she was appointed ARDP in Region II. Lee was Supervisor of the Year in Region II in 2001 and has received numerous awards during her NCUA career. She holds a degree in accounting from the University of Texas, San Antonio. [email protected]
