HUD’s proposed rule includes three housing goals: (1) Low and Moderate Income Goal (families with incomes less than or equal to the area median income); (2) Underserved Areas Goal (families living in low income and high minority census tracts); and (3) Special Affordable Housing Goal (very low income families and low-income families living in low-income areas). HUD’s proposed rule would: * Increase Fannie Mae’s and Freddie Mac’s housing goals in stages over a four-year period starting in January 2005 and extending through Dec. 31, 2008. Over that three-year period the goal levels will change from 50% to 57% in the Low and Moderate Income category, 31% to 40% in the Underserved Areas category, and 20% to 28% in the Special Affordable Housing category. * Establish new Home Purchase Mortgage Subgoals under each housing goal during this period, based on the GSEs’ purchases of home purchase mortgages on properties located in metropolitan areas. The proposed rule would increase the subgoal levels in the three housing categories – 45% to 47%, Low and Moderate Income catetory; 33% to 35%, Underserved Areas category; and 17% to 19%, Special Affordable Housing category. * Increase the level of the Special Affordable Multifamily Subgoal for mortgage purchases financing units in multifamily housing. The subgoal for 2005-2008 will be 1% of the GSEs’ average annual dollar volume mortgage purchases for the years 2000-2002. * Incorporate new provisions to strengthen the integrity of data that the GSEs provide to HUD on their mortgage purchases under the goals.
