Looking back four years ago finds 11 state leagues from the Northwest and Pacific coast areas asking if NCUA is acting within its rulemaking authority as overseer of the National Credit Union Share Insurance Fund. The action by the Member Services Group-as the 11 leagues refer to themselves- is in response to increased concerns by credit union leagues and state regulators over possible regulatory overreach by the agency into the affairs of state-chartered credit unions. “When the NCUSIF was established and NCUA was charged with overseeing the safety and soundness of the funds that wasn’t meant to be at the expense of all credit unions looking the same,” said Washington Credit Union League President/CEO John Annaloro. Also in that issue celebrations were in order as the Latino Community Credit Union opened its doors for the first time-marking the first credit union specifically aimed at serving the financial needs of Hispanics in North Carolina. “Latinos are often locked out of the economic system because of language and cultural barriers. Then they become victims of theft, fraud or payday lenders and can’t establish the credit histories they need to buy a home. This new credit union will be a way to build wealth in our communities,” said Ivan Parrra, executive director of LCCU sponsor organization El Centro Hispanico.
