Mary Ellen O'Neill was named director of the new division. Legislative and Communications Director Jim Heckman said the reorganization was implemented "to make the Department run smoother. The commissioner did research into what was and wasn't working in the department, and determined that by combining the duties of the two divisions into one department, it would operate more efficiently." Heckman said though that the two former separate divisions remain separate units under the new Financial Institutions Division umbrella.
