ALEXANDRIA, Va.-Reorganizations can cause angst among employees and NCUA is no exception. Even though NCUA’s realignment and declining number of full-time equivalents has been achieved without lay-offs or Reductions-In-Force, NCUA employees decided to pursue unionizing. As of deadline, a vote by the potential bargaining unit-those eligible for union membership-was delayed because NCUA has challenged the eligibility of 480 employees, mostly field examiners. According to NCUA, examiners should be considered management and therefore not eligible for a union. Though there was arbitration this summer by the Federal Labor Relations Authority, a decision has yet to be rendered. The case is based on the petition of the National Treasury Employees Union circulated among NCUA employees this year on holding a vote to establish a union at the agency. NTEU achieved a 40% approval, above the necessary 30% of eligible employees, but the FLRA’s decision could have a significant impact on this figure.
