*NCUA should create a Division of Insurance with a director who reports directly to the agency’s board. Activities related to the insurance fund should be placed under this director as well as those activities that are or should be predominantly funded by the OTR such as examiner training, information systems and technology, the asset management center, and the insurance mission staff of the regional offices; * The Office of General Counsel should be moved from under the Executive Director and placed under the General Counsel as an independent office. *NCUA should create a physical distinction between their two missions. Within the Central Office, the proposed Division of Insurance should be segregated from the rest of NCUA. *Currently under the NCUA Board there are three co-equal offices – the Inspector General, General Counsel, and Executive Director. NCUA should take all the insurance-related activities that are now under the Executive Director, and move them under a new Director of Insurance who would be responsible for administering the NCUSIF and NCUA’s Title II functions. *NASCUS would physically separate the Regional Offices, but each one would retain their single Regional Director structure. The RD would be equally responsible to the ED and the Insurance Director. *Concerning the Office of Corporate Credit Unions, staffing would mirror that of the RD offices.
