ALEXANDRIA, Va.- NCUA keeps plugging along right on track with its original plans for the money-saving regional realignment plan, which will reduce the agency from six regions to five. NCUA asked that credit unions and others to begin contacting Region VI at its new office headquarters in Tempe, Ariz. as of Nov. 1. NCUA will be closing its Region IV office, currently based in Chicago, April 3, 2004 to achieve this goal. Region IV will operate with a reduced workload, just serving Wisconsin, after the start of the New Year until it permanently closes. Starting Jan. 1, 2004, the regions will transfer the workload among the new five-region structure and the Concord, Calif. Region VI office will officially close. The realignment was part of NCUA Chairman Dennis Dollar's Accountability in Management initiative. The following is a look at the new regional setup and the regional directors. -
[email protected] Region III Alonzo A. Swann III is the regional director in NCUA's Region III office in Atlanta, Ga. Swann joined NCUA as an examiner in Gary, Ind., in Feb. 1983. He held various positions within the agency during his career including three years as the associate regional director of field operations in the current Chicago office. Swann graduated from Indiana University with a BS in accounting in 1981 and earned a certificate in data processing and information systems in 1983. He served on active duty in the U.S. Air Force for four years and continues to serve as a major in the Air Force Reserves. Swann is married with three children. Region II Edward P. Dupcak became the Region II director effective April 20, 2003. Immediately prior to that he was the director of the Office of Strategic Program Support and Planning (OSPSP) and simultaneously the president of the Central Liquidity Facility. Dupcak served as the associate regional director for Region II before that. He managed the region's field examination and supervision program, including resolving safety and soundness issues at problem credit unions. Dupcak started at NCUA in 1974 and has served as a financial examiner in New York and Washington, D.C. In 1979, he joined the CLF staff in the central office. He also held the position of investment officer and director of risk management in the Office of Examination and Insurance. In April 1995, Dupcak was selected to be the director of the Office of Investment Services, which was renamed OSPSP in January 2002. He is a 1968 graduate of Syracuse University with a bachelor's in economics and received an MBA in finance and accounting from Long Island University in 1971. Region I Mark A. Treichel has served as NCUA's Region I director since April 2003 following Layne Bumgardner's retirement. He began his career with the NCUA as an examiner in 1986. While in the current Region V, he also held the positions of problem case officer and supervisory examiner. Treichel also served as director of special actions and insurance in Region VI prior to becoming the acting director of risk management in the Office of Examination and Insurance in the NCUA's Alexandria, Va.-headquarters. He then spent two years as associate regional director of operations in Region I before being named NCUA's deputy executive director in 2000. Treichel holds an accounting degree from the University of Minnesota - Twin Cities. Region V Melinda Love became the director of NCUA's Region VI on July 1, 2003, following the retirement of Bob Blatner earlier this year. Prior to this post, she served as the regional director in Region IV, which is to be closed early next year. The current Region VI will then be renamed Region V. Love became a regional director several years ago after serving as the agency's deputy executive director. She also served as the deputy director of NCUA's Office of Examination and Insurance. Love began her career with NCUA in 1986 as an examiner in Northern California. In Region VI, she held positions as a principal examiner, problem case officer, supervision analyst, and supervisory examiner. Love participated in NCUA's management development program in the early 1990s. Love also served as acting Region VI director of special actions. Prior to NCUA, Love was a manager with the Department of Facilities Management at the University of California, Berkeley, and an accounting manager for the Elk Grove Unified School District. Love also worked as an auditor with the University of California, Berkeley, the USDA Office of Inspector General, and SRI International (formerly Stanford Research Institute). Her professional career began as an accountant with NASA, Ames Research Center. The regional director holds a degree in accounting as well as an MBA. She is a certified internal auditor and a member of the Institute of Internal Auditors. Love participated in the Citizen's Ambassador Program's 1991 accounting and auditing delegation to Moscow, St. Petersburg, and Pyatagorsk, Russia. Region IV Jane A. Walters currently serves as the director of NCUA's Region V office, soon to be renumbered Region IV. She got her start at NCUA as an examiner in Cleveland, Ohio, and Chicago, Illinois in 1981. She moved up to problem case officer in Region IV and in Region II, prior to becoming the director of the Division of Special Actions in Region II in 1987. Walters was named associate regional director of Region IV in 1990 and in April 1994 she was appointed the position of NCUA's controller. Walters became director of the NCUA Region II office in June 1995 and was appointed director of the Region VI office in May 1998. She served as associate regional director of Region V in 2000 and was named acting Region V director in February 2001. The "acting" designation was removed by May of that year. Walters received a BS in accounting from the University of Dayton in 1980, and an MBA from Loyola University of Chicago in 1984.
