NEW YORK – The National Federation of Community Development Credit Unions has updated a manual for groups considering whether or not, and how, to charter a community development credit union and has made the manual available through its Web site. "We recognize that many community groups aspiring to organize a CDCU start on a `bootstrap,' " the Federation said. " Through this site, you can obtain answers to many of your questions at no cost." The Federation invites organizations thinking about whether or not to seek a credit union charter to download a chapter from the manual dedicated to helping them make that decision. If they are interested in going forward, the Federation invites them to purchase a print copy of the entire manual for $95. According to groups which have recently chartered credit unions, the process of getting started can take as long as four years.
