ALEXANDRIA, Va.-NCUA Chairman Dennis Dollar wrote a letter to Congressman Rubn Hinojosa (D-Texas) earlier this month stating that the matricula consular cards are an acceptable form of identification at credit unions under the U.S.A. Patriot Act. The congressman had raised questions about the Mexican identification cards during an earlier hearing on regulatory relief. According to Dollar, NCUA is familiar with the cards and the regulations implementing the Patriot Act include language to permit the use of the matricula cards. He added, “NCUA is committed to expanding credit union services to persons of limited means, particularly those whom may not have access to a financial institution.In our view, the regulatory language permits the use of these cards as a means of establishing a customer’s identity.”
