<p>WASHINGTON-The House is currently debating a resolution (H.Res. 419), introduced by Congressman Lincoln Diaz-Balart (R-Fla.), to speed action up on earlier legislation aimed at rebuilding Afghanistan’s infrastructure. The bill (H.R. 3994) provides for the establishment of credit unions in the war-torn country. H.Res. 419 provides for “consideration of the bill (H.R. 3994) to authorize economic and democratic development assistance for Afghanistan and to authorize military assistance for Afghanistan and certain other foreign countries.” The legislation itself serves to “establish financial institutions, including credit unions, cooperatives, and other entities providing microenterprise credits and other income-generation programs for the poor, with particular emphasis on women,” among other things. The Afghanistan Freedom Support Act of 2002 was introduced March 19 by Representative Henry Hyde (R-Ill.). A similar bill has not been introduced in the Senate.</p>
