<p>DES MOINES, Iowa – It looks like the ATM surcharge rules in Iowa are permanently changed. According to Iowa Solicitor General Dennis Johnson, the state’s attorney general’s office has no plans to appeal the recent ruling which gives national banks the right to collect ATM surcharges. The Iowa Credit Union League, a staunch supporter of the state’s fight, has expressed disappointment that there won’t be an appeal. Since the 8th Circuit Court of Appeals has ruled against Iowa banking laws in the past, Johnson said “it’s pretty clear what will happen” if the state appeals. So that state chartered banks can compete, the Superintendent of Banking Thomas Gronstal has lifted the last ATM surcharge ban left in the state. Until recently Iowa was the only state to successfully ban the ATM fees.</p>
