<p>Looking back 11 years ago finds NCUA deferring to criticism and complaints from credit unions regarding a proposed member business lending regulation. More than 400 comment letters “overwhelmingly against” the regulation proposed in January were received. CUNA had already adopted policy opposing many provisions of the rule. Given the controversy and confusion the NCUA Board agreed to reconsider the proposed rule at its April 4 board meeting. Also in that issue the National Association of State Credit Unions made its debut during a time when state chartered CUs find themselves losing the option of private insurance and subject to additional regulations from NCUA if they are federally insured. Formed by Samuel Rizzo and Geoff Bacino, NASCU was created to provide three specific services: education and information programs; lobbying before Congress and state legislatures; and representation with federal and state regulators. Shared branch network Financial Service Centers Cooperative Inc. also opened the doors to its first branch near a regional shopping mall. Then-FSCC President Bob Rose said that the new branch will give members a glimpse of the credit union of the future with “modular, highly automated equipment.”</p>
