<p>WASHINGTON – Representatives from the World Council of Credit Unions, credit unions and leagues were on hand Feb. 23 at the Mexican Cultural Institute to witness and celebrate a special WOCCU People-to-People Partnership signing ceremony between Caja Popular Mexicana, the California Credit Union League, the Texas Credit Union League and the World Council of Credit Unions. Representing the California league at the signing ceremony were league President/CEO David Chatfield, and Chair Patsy Van Ouwerkerk, president/CEO, Alliance FCU in San Jose. Signing for the Texas league were President/CEO Richard Ensweiler and Chairman Terry McCormick, president/CEO, Plains Bell FCU, Amarillo. Signing for Caja Popular Mexicana were Ramon Imperial Zuniga, president/CEO and Ramon Mosqueda, chairman. WOCCU President/CEO Arthur Arnold signed for the organization. Guests of honor during the event included NCUA Chairman Dennis Dollar; Juan Hernandez Senter, advisor for Mexico President Vicente Fox, presidential office for Mexicans abroad; Dr. K. Philippa Malmgren, special assistant to President Bush; and Adolfo Franco, assistant administrator for Latin America and the Caribbean, U.S. Agency for International Development. The Mexican Cultural Center was the former Embassy of Mexico for six decades until 1989 when it moved to its current location on Pennsylvania Avenue.</p>
