<p>NEW YORK – The Lower East Side People's Federal Credit Union has opened the first ATM on Avenue C since the 1960′s. The new ATM, which is the second independently owned ATM by LESPFCU, is open 24 hours, handicapped accessible, free for members and CO-OP Network cardholders and offers all other users a low surcharge of $1 dollar. Funding for the project was provided by grants from New York City Council Capital Budget with assistance from City Councilwoman Margarita Lopez, the U.S. Treasury Department's Community Development Financial Institution Fund, Citibank, CO-OP Network, HSBC and JP Morgan Chase. In addition, the Lower East Side People's Mutual Housing Association, which owns the building where the ATM is located, has provided affordable rent. The credit union is also in the first phase of an expansion plan to create a second branch here.</p>
