The NCUSIF and NCUA were the subjects of Bucky Sebastian's (CU Times, Oct. 24)comments. I understand the frustration, but I am confused at this being a state's rights issue. As far as I am concerned the right that the states have is to form their own share insurance company and get out of the NCUSIF entirely. David J.
